I believe Sailors Grave and Opito Bay have some reasonable shore dives...I have never done them so am only going off what others have told me.

I've done heaps of diving around Hahei...mind you almost none for the shore. If you want a great dive there then either head out if Catherdral Cove Dive, they're pretty cheap, or lose the tanks and carry your gear down to Gemstone Bay for a snorkle. Its been a marine reserve since 1992, so like Goat Island, under every rock is a monster crayfish, and there is lots of snapper, and etc to see. Just make sure there is isn't a big swell rolling and plan to be in the water near the top of the incoming tide, when the water is cleanest.
